Systems Implementer - Givewell
Mission
Bluesquare and EUP FASS KOCC, with support from GiveWell, are implementing a program to strengthen immunization coverage across 7 health zones in Kasaï Province, Democratic Republic of Congo, aimed at achieving a sustainable reduction in the number of zero-dose children. Kasaï has one of the highest rates of zero-dose children in the DRC (34% for Penta 1 according to the 2023 ECV survey). The program targets an increase of at least 10% in immunization coverage across 7 target health zones (Kalonda Ouest, Kamonia, Kamwesha, Kanzala, Luebo, Ndjoko Mpunda, and Tshikapa), covering approximately 2.3 million inhabitants and 80,000 births per year.
The approach combines six intervention modalities (community tracing and monitoring, extended opening hours at fixed sites, new fixed sites, advanced strategy, mobile strategy, and demand-side financing), implemented via Performance-Based Financing (contracting) with local health facilities.
Bluesquare, as Lead of the Consortium, provides the digital layer of the program and its expertise in EPI (Expanded Programme on Immunization) monitoring: targeting, continuous tracking of activities, and payment verification are built on digital platforms. To achieve this, Bluesquare leverages tools such as vaccination cards with QR codes, geolocated sessions, and data integration with the SNIS (National Health Information System), Mashako 3.0, and cold chain monitoring. EUP FASS KOCC serves as the operational arm of the program, holding responsibility for the actual execution of field activities, which it delegates to health facilities through performance contracts that it negotiates, verifies on the ground, and validates. EUP FASS KOCC brings over 15 years of field presence and performance-based contracting experience in the province.
We are looking for a Systems Implementer / Configurator to lead the technical configuration of these digital platforms and support their deployment in the field. The role requires a candidate who is tool-flexible – with proven expertise in DHIS2, but also comfortable with IASO and data collection tools (ODK, KoboToolbox, etc.) – rather than an exclusive specialization in a single platform, as the program combines several of these tools based on the needs of each health zone.
Beyond the technical role, the position requires a commitment to engaging with program stakeholders – the provincial EPI coordination team, health zones, EUP FASS, and the Ministry of Health – to ensure institutional alignment and local ownership of the tools throughout the duration of the program.

Duration: 6 months, renewable (overall project duration: 3 years)
Location: Based in Tshikapa and/or Kinshasa, with frequent field missions to the 7 target health zones in Kasaï
Team: You will join the Kasaï project team as well as Bluesquare’s technical community of systems implementers, distributed across several countries. You will collaborate closely with other Bluesquare DHIS2/IASO specialists to resolve complex technical issues, as well as with EUP FASS KOCC for field implementation. You will report directly to the Project Manager.
Role & Responsibilities
System Configuration & Quality
Configure and administer the program’s digital platforms (DHIS2, IASO, and other data collection tools) in accordance with Bluesquare guidelines and program needs;
Ensure metadata synchronization across different instances and data sources (SNIS, Mashako 3.0, cold chain monitoring) and ensure regular data updates;
Support the configuration of monitoring dashboards used for targeting, tracking contracted activities, and verifying payments;
Facilitate user management and ensure continuous quality control of implemented configurations, with remote support from experienced Bluesquare colleagues;
Contribute to documenting implementation methodologies and internal program guides.
Implementation Support & Stakeholder Engagement
Support needs analysis, system design, and tool selection in collaboration with project managers, taking into account the specificities of each health zone;
Organize and facilitate training workshops (on average once every two months) for health zone management teams, community health workers (RECOs), and EUP FASS KOCC, as a facilitator and technical expert;
Provide ongoing technical support to health zones and EUP FASS for optimal use of digital tools, fostering sustainability and local ownership;
Represent Bluesquare’s technical expertise to the provincial EPI coordination team, health zones, and other technical and financial partners of the program;
Contribute to adjusting the combination of interventions per health zone, based on data generated by monitoring systems.
Other Responsibilities
Maintain continuous communication with project managers based in Kinshasa and internationally, ensuring a clear feedback loop on technical progress;
Provide ad hoc support to other Bluesquare projects in the DRC over the course of the contract, as needed.
Profile
We are looking for a candidate who combines technical credibility in health data systems, tool flexibility, and the ability to engage with diverse stakeholders.
Requirements
At least 5 years of proven experience in configuring, administering, and using DHIS2 (including Tracker, data importation, analytics modules, and data quality);
Experience with other data collection and management tools such as IASO, ODK, KoboToolbox, or similar – the role requires tool flexibility and an independent learning ability;
Degree in a relevant field (Computer Science, Public Health, Information Systems, or equivalent);
Experience and capability in handling large, complex Excel files and databases;
Experience in facilitating technical training workshops;
Excellent oral and written communication skills in French, with good working knowledge of English;
Willingness to be based in Tshikapa (or alternatively in Kinshasa), with frequent field missions to target health zones.
Assets
Experience in immunization, disease surveillance, or with the Expanded Programme on Immunization (EPI);
Knowledge of geospatial tools (GIS, building mapping, accessibility modeling);
Experience with data analysis tools (R, Python) and/or Business Intelligence platforms (Tableau, Power BI);
Experience in designing digital implementation tools or methodological frameworks;
Experience contributing to technical proposals or project bids.
