Country Operation Lead
Mission
We are looking for a Country Operations Lead to oversee all of Bluesquare’s operations, administration and compliance in Kinshasa. This person will play a key role in structuring our activities in the DRC, notably by leading discussions on the establishment of a local legal entity, ensuring compliance with applicable regulations and governance standards, and overseeing the administrative, HR and logistics functions of the local team.
Location: Kinshasa, DRC.
Start date: October 2026.
Reporting line: Country Lead, with a direct link to the global support team.
Team: Bluesquare is a flat-structured organisation with over 90 employees across several countries. Our team in Kinshasa currently consists of 7 people. We value autonomy, flexibility, communication and team spirit.
Role and responsibilities
Legal structuring, compliance and governance
Lead research into the various legal structuring options in the DRC (types of entity, associated costs, regulatory obligations) and prepare comparative analyses to support decision-making.
Oversee the establishment of the formal legal entity in the DRC, from the initial decision through to its operationalisation, in coordination with the Admin team at Bluesquare’s head office, the external solicitor and the notary.
Ensure compliance with current local regulations (labour law, tax and administrative obligations) and the principles of good governance across all operations in Kinshasa.
Monitor developments in legal provisions that may or may not impact Bluesquare’s activities in the DRC.
Human Resources and Contract Management
Oversee local recruitment processes, in collaboration with the global HR teams.
Manage local consultancy contracts and subcontracts with local entities (negotiation, drafting, monitoring).
Handle the team’s HR administrative matters (contracts, amendments, compliance with Congolese labour law).
Monitor the use of staff health insurance funds internally and liaise with the insurer;
Submit supporting documents for healthcare claims to Brussels on a quarterly basis.
Administrative and financial oversight
Oversee the day-to-day running of the office and the management of suppliers and service providers (internet, security, lease, transport).
Oversee the management of petty cash and the financial processes of the Kinshasa office, ensuring they comply with Bluesquare’s procedures and are auditable.
Oversee internal invoicing processes between Bluesquare Kinshasa and global headquarters.
Monitor the justification of funds committed by Bluesquare staff and consultants on a quarterly basis, in accordance with the frequency specified in the contracts;
Support the programme team in monitoring the justification of funds committed to subcontracting organisations;
Ensure the verification of supporting documents provided by Bluesquare staff and consultants and by subcontracting organisations;
Workshop and event logistics
Oversee the organisation of workshops and meetings: sourcing venues, catering, equipment, and travel arrangements for participants (visas, flights, local transport, daily allowances).
Oversee the management of marketing materials and event supplies.
Organise half-yearly inventories of the office’s physical assets
Team support and communication
Provide strategic and operational support to the Country Lead and local project teams.
Provide ad hoc support to Bluesquare’s global administration and finance teams during periods of reduced activity in Kinshasa.
Act as the main point of contact for external partners, suppliers and local authorities.
Ensure clear and prompt communication between teams regarding administrative, HR and financial deadlines.
Profile
Qualifications: You hold a degree in business administration, finance, law, human resources or a related field.
Experience: You have at least 5 to 7 years’ experience in an administrative, HR or operational management role, ideally with a focus on legal structuring or compliance. Experience working for an international NGO, a global health organisation or a technology company is a major asset.
Legal and financial skills: You have a good understanding of regulatory and governance issues in the DRC, as well as basic financial and internal invoicing processes.
HR skills: You have experience in managing recruitment, consultancy contracts and local subcontracting.
Proficiency with tools: You are comfortable using modern digital collaboration tools (Google Workspace, Slack, etc.).
Languages: Excellent oral and written communication skills in French (essential) and a good level of English.
Key skills: Proactive and solution-oriented mindset, strong ability to work independently; leadership and organisational skills; rigour and attention to detail.
