Mission

Bluesquare is developing a growing portfolio of immunization projects in the DRC, combining two major complementary approaches: on the one hand, field interventions aimed at improving access and immunization coverage in priority health zones, funded and implemented in partnership with local and international actors; on the other hand, strengthening national digital systems used by the Expanded Programme on Immunization (EPI) to monitor routine immunization performance, notably through DHIS2-based platforms, with a focus on national team ownership and sustainability. The portfolio could eventually expand to include nutrition-related projects, currently under exploration.

To ensure the coherence, visibility, and institutional anchoring of this portfolio with ministry, technical, and financial partners in the DRC – first and foremost the Expanded Programme on Immunization (EPI) – Bluesquare is seeking an experienced Immunization Lead, based in Kinshasa. The position provides institutional representation for Bluesquare, ensures strategic coherence across the different projects in the portfolio, and contributes to identifying new opportunities in the field of immunization.

• Start Date: October 2026

• Duration: 6 months, renewable (overall project duration: 3 years)

• Location: Kinshasa, DRC, with occasional travel to project-covered provinces (notably Kasaï)

• Reporting Line: The position reports to the DRC Country Lead as well as to the Project Managers of the relevant programs (GiveWell/Kasaï, RISP), with the precise reporting setup to be finalized based on portfolio evolution.

• Team: Bluesquare is a company of over 90 people distributed across several countries and organized into project and technical segment teams. The Immunization / Nutrition Lead will work in close collaboration with the Kasaï and RISP project teams, Bluesquare’s technical teams, EUP FASS, and other implementation partners.

Role & Responsibilities

Institutional Representation & Partner Relations

• Ensure the institutional anchoring of Bluesquare’s immunization/nutrition portfolio in the DRC, prioritizing the Expanded Programme on Immunization (EPI);

• Represent Bluesquare before Ministry of Health directorates and programs, provincial and national EPI coordinations, ANICNS (National Agency for Digital Infrastructure, Communications, and Cybersecurity), and other technical and financial partners (donors, NGOs, UN agencies);

• Build and maintain long-term relations of trust with these institutions, drawing on a strong understanding of the political and institutional health landscape in the DRC;

• Monitor priorities and developments in the DRC immunization and nutrition sectors, sharing this intelligence with project teams and country leadership.

Portfolio Coherence & Coordination

• Ensure strategic coherence across the various projects in the immunization/nutrition portfolio in the DRC (GiveWell, RISP, future projects), avoiding overlap and fostering synergies;

• Facilitate access for each project’s technical teams to institutional counterparts, data, and necessary approvals for implementation;

• Capitalize on learnings from the Kasaï pilot project to inform national scaling discussions led by the RISP project, and vice versa;

• Support project managers in aligning activities with national EPI priorities and other relevant health policies;

• Accompany, across the various portfolio projects, the gradual transfer of ownership, administration, and management of tools and systems to national EPI and SNIS (HMIS) teams, in line with national ownership goals;

• Contribute to representing the portfolio in technical working groups (TWGs) and national immunization coordination platforms.

Development of New Opportunities

• Identify emerging funding and partnership opportunities in the field of immunization and nutrition in the DRC;

• Contribute, in collaboration with Practice Leads and the business development team, to the technical and institutional design of new project proposals;

• Support relationship management with current and prospective donors (GiveWell, Gates Foundation, Global Fund, etc.) for the immunization/nutrition portfolio.

Monitoring & Accountability

• Contribute to the institutional and political components of donor reporting for portfolio projects;

• Ensure continuous communication and a clear feedback loop with the Country Director and relevant Project Managers.

Profile

We are looking for a senior professional combining public health expertise, a solid institutional network in the DRC within the immunization sector, and the ability to ensure strategic coherence across multiple projects.

Requirements

• 7 to 10 years of experience in the DRC public health sector, ideally related to immunization;

• Master’s degree in Public Health, Epidemiology, or a relevant field;

• Excellent knowledge of the DRC Ministry of Health, the Expanded Programme on Immunization (EPI), and its partners;

• Proven institutional network with relevant Ministry of Health directorates/programs and technical/financial partners;

• Experience working on donor-funded public health projects;

• Demonstrated ability to build and maintain high-quality institutional partnerships;

• Experience coordinating across multiple projects or teams without necessarily having direct hierarchical authority;

• Excellent oral and written communication skills in French and English;

• Willingness to reside in Kinshasa and travel regularly to project provinces, particularly Kasaï.

Assets

• Specific experience in nutrition alongside immunization;

• Experience in resource mobilization or project proposal development;

• Knowledge of the digital health tool landscape (DHIS2, SNIS, data collection systems) and their institutional ownership challenges;

• Experience representing an organization in donor coordination platforms or national technical working groups;

• Experience working across multiple provinces in the DRC.
